La data de 31.07.2023, în cadrul proiectului „Jean Monnet Chair privind Europenizarea Moldovei printr-o economie circulară care funcționează pentru consumatori/ ECOCONS” a avut loc cursul intensiv în domeniul legislației UE privind siguranța consumatorilor și economia circulară, ca o formare continuă pentru funcționarii publici din cadrul Inspectoratului de stat pentru supravegherea produselor nealimentare și protecția consumatorilor.

În cadrul acestui curs intensiv, Dr. hab. Plotnic Olesea, profesor universitar și expert în domeniul protecției consumatorilor, a abordat aspectele juridice referitoare la identitatea consumatorilor în raport cu profesionistul. Aceste discuții au luat în considerare cele mai recente modificări ale Codului civil modernizat, precum și prevederile din legislația specială din domeniu. De asemenea, s-au analizat valențele juridice cu privire la practicile comerciale incorecte și clauzele abuzive în contractele încheiate cu consumatorii, în special cu privire la aplicarea normelor de drept comun în contextul legislației speciale.

În a doua parte a sesiunii de instruire, participanții au avut oportunitatea de a discuta opțiuni de soluționare a unor cazuri practice din cadrul Inspectoratului. Aceste discuții au fost analizate din perspectiva jurisprudenței Curții Europene de Justiție, aducând astfel în atenție exemple concrete și relevante pentru înțelegerea practică a domeniului protecției consumatorilor.

Cursul intensiv pentru funcționarii publici face parte dintr-o serie de instruiri de formare continuă, următoarea Sesiune fiind planificată pentru anul 2024.

Instruirea este organizată în cadrul Catedrei Jean Monnet privind Europenizarea Moldovei printr-o economie circulară care funcționează pentru consumatori / ECOCONS și implementat in perioada 2022-2025 de către Academia de Studii Economice din Moldova cu suportul Programului Erasmus + al Uniunii Europene în parteneriat cu Asociația Henri Capitant de Cultură Juridică / AHCCJ și Institutul European pentru Inițiative, Reforme si Educație /ASPIRE.

On 13.07.2023, within the “Jean Monnet Chair on the Europeanization of Moldova through a circular economy that works for consumers / ECOCONS” project, the second day of the intensive course in the field of EU legislation on consumer safety and the circular economy took place , as continuous training for civil servants from the Ministry of the Environment, the Environment Agency and the Inspectorate for Environmental Protection.

Trainers of this intensive course were Dr.hab. Plotnic Olesea, university professor Jean Monnet, expert in the field of consumer protection and circular economy and Fală Nicolae, lawyer and expert in administrative procedure, trainer of the National Institute of Justice.

The Europeanization of Moldova through a circular economy that works for consumers could be an effective solution for sustainable development and environmental protection. In this sense, the ECOCONS project comes with an exhortation both to state institutions, environmental NGOs, civil society, authorized collective systems in the Republic of Moldova, as well as external partners, to strengthen their forces and in collaboration, to continue the transition activities gradual transition to the circular economy and achieving sustainable production and consumption in the Republic of Moldova.

During the training, civil servants had the opportunity to ask questions to experts and debate practical cases by identifying solutions for complex cases within the Ministry of the Environment, the Environment Agency and the Environmental Protection Inspectorate relevant to consumer safety by promoting the circular economy

The intensive course for civil servants is part of a series of continuous training courses, the next one being planned for 14.07.2023.

The training is organized within the Jean Monnet Chair on the Europeanization of Moldova through a circular economy that works for consumers / ECOCONS and implemented in the period 2022-2025 by the Academy of Economic Studies from Moldova with the support of the Erasmus + Program of the European Union in partnership with the Henri Association Captain of Legal Culture / AHCCJ and the European Institute for Initiatives, Reforms and Education /ASPIRE.

Linear Economy versus Circular Economy? Consumer versus Professional? Does the consumer have the possibility to opt for sustainable products?

These practical values as well as other aspects were the subject of discussions in the JEAN MONNET ECOCONS WORKSHOP on “The advantages of the circular economy during climate change”, organized on June 5, 2023, on the occasion of the World Environment Day.

World Environment Day is celebrated annually on June 5 and is the European Union’s main vehicle for encouraging awareness and action for environmental protection.

The World Environment Day workshop created an opportunity to raise awareness of environmental issues such as environmental pollution, human overpopulation, global warming, sustainable consumption and the advantages of the circular economy in relation to reducing consumerism.

The real challenge of the event was to discuss EU circular economy policies, in addition to national regulatory aspects by leveraging consumer behavior through their daily habits and decisions to opt for demand for products and services included in the circular economy.

The workshop was moderated by the project coordinator Dr. Hab. Olesea Plotnic with the active participation of the speakers: Acad. Alexandru Stratan, Dr. Dorin Cimil, Andrei Cucoș, Denis Macovschi, Dr. Natalia Zamfir, Oxana Paladiciuc, Angela Bostan, Cornelia Cazacu, Dr. Veceaslav Zaporojan, Larisa Tcaci.

Impact of the event:
Encouraging sustainable production among entrepreneurs: Companies should be encouraged to produce sustainable goods and services and consider the full life cycle of products. For example, they could improve product design to be easier to repair or recycle, or consider using reusable or biodegradable packaging.;

Improving waste management: Waste management is an important aspect of the circular economy. Moldova could consider improving recycling and composting infrastructure, as well as promoting waste reduction through education and public awareness programs.

Use of renewable energy: Moldova could consider using renewable energy to reduce dependence on fossil fuels and reduce greenhouse gas emissions. This could include promoting local production of renewable energy such as solar panels or wind turbines.
